Quarry pit and water body at a brick making operation

Detailed Site Investigation for EPA Victoria Environmental Action Notice

Overview

The 280 ha quarrying and brick making operations was issued an EPA Environmental Action Notice (EAN) in 2023 on the grounds that "the land is or may be contaminated" based on historical industrial and EPA licensed activities.

Scope

The project addressed the EAN through the development of an initial Preliminary Site Investigation (PSI) to determine the areas of potentially contaminating activities and related contaminants of potential concern.

Based on the findings of the PSI, a Detailed Site Investigation (DSI) was undertaken to assess the potential nature and extent of contamination.

Challenge

A Sampling and Analytical Quality Plan (SAQP) was developed to assess the potential risk of harm to human health and relevant environmental values at the Site, and to assess if any actions are required to be undertaken to minimise this risk.

Outcome

A comprehensive Conceptual Site Model (CSM) was developed, with the results of the investigations allowing for an understanding of the nature and extent of contamination, updated management procedures for the operations and future monitoring to demonstrate compliance with regulatory requirements and the EPA Victoria Duty to Manage Contaminated Land, under Section 39 of the Environment Protection Act 2017. The scope of work successfully resulted in the EPA Victoria EAN being revoked.
