
Resource Recovery Centre: Environmental Compliance Review and Operations Manual
Overview
ARC was initially engaged to provide a comprehensive review of the environmental compliance for a council-operated Resource Recovery Centre (RRC) in Victoria which assessed:
- EPA regulations, duties and permissions
- Waste storage and handling
- Waste tracking
- Emergency, fire and incident management


Scope
Challenge
The review commenced with the preparation of the statutory compliance and best practice framework for RRC's in Victoria to guide the environmental compliance review relevant to the operations. Following, to assess against this framework ARC undertook a workshop and detailed site inspection completing a review of existing documentation to identify existing policies and procedures, as well as those that were outdated, redundant or ineffective. This assessment provided a gap analysis review to ascertain deficiencies and provide recommendations to ensure compliance.


As a result of the review ARC Environmental were engaged to develop the Environmental Impacts & Aspects Register for the operations and develop a range of policy, plans and procedures. An overarching Operations Manual was prepared for the operational compliance activities at the RRC facility.
